Morris Levene has a career in health care that is noted for both innovation and managment ability. He served as executive vice president for Excellus Blue Cross Blue Shield for many years, overseeing projects involving pharmacy, operations, medical management, claims and a long term care insurance program. He and a medical physician recently founded Health Care Industry Advisors, a consulting group to assist clients in navigating through the complexities of the current health care environment.

Some of his major achievements at Excellus include developing and implementation one of the nations first hospital cost containment programs. He implanted a three tier pharmacy program, considered controversial program at that time that was highly successful .He also lead cost containment innovation by using PR and provider relation avenues to successfully convince the provider community that a split tablet program is an acceptable cost containment methodology.

He then developed, implemented and managed a Blue Cross and Blue Shield Plan performance measurement program, which through his efforts became the National Blue Cross and Blue Shield Performance Standards Program, which is still in existence. By the use of sophisticated statistical marketing research analysis and survey techniques, he  contributed to the marketing effectiveness of the Plans by identifying brand weaknesses and strengths and how consumers by demographic segment would react to specific insurance plans.
